On Wednesday, city council voted in favour of contracting out the management of city run golf courses and selling some courses for commercial or residential development in the long term. In the short term, Winnipeg will put out a tender to see if private firms could better manage golf courses such as Crescent Drive, Kildonan Park and Windsor Park. Any potential offers will have to first be approved by council. The move comes on the heels of a recent audit report that recommends the City of Winnipeg get out of the golf business to avoid future financial losses. Winnipeg Golf Services is a special operating agency that runs 12 public golf courses under five different management agreements. Auditors said golf courses are clearly losing money and there is "no reasonable chance" the $8 million Winnipeg Golf Services owes could be repaid by operating the courses. Winnipeg Golf Services lost $1.1 million last year and is projected to lose another $1 million in 2011. Auditors say financial losses will continue to mount unless Winnipeg takes swift action to contract out the management of Crescent Drive, Kildonan Park and Windsor Park golf courses. The report said Winnipeg should consider selling Assiniboine, Wildewood and Canoe Club golf courses when their leases expire and renegotiate its lease agreements with six semi private clubs. Some city owned courses including Tuxedo and Harbour View are already operated by private contractors. "We have too many golf courses per capita; this is happening right across North America," Mayor Sam Katz said. "So what we have to do now is explore what opportunities are out there." Katz said he's looking forward to positive, creative ideas that come forward as part of the competitive bid process. If something makes sense, Katz said, the plan will come back to council for a vote, noting this will likely not happen until 2012 at the earliest. While several councillors supported the move and said golf is not a core recreation service, others raised concern private management could mean higher green fees and less access to golf for local families. Coun. Jenny Gerbasi (Fort Rouge) said the city must carefully consider the audit's recommendations to sell off golf courses for development, noting once the green space is gone "it's gone forever." CUPE 500 president Mike Davidson urged council not to move forward with contracting out the operation of the three city owned and operated courses without a full business plan to show the benefit. Fifty five unionized employees work at Crescent Drive, Kildonan Park and Windsor Park courses, he said, including many who have been there for years. Davidson acknowledged the lack of investment at these courses has affected the playing conditions, but said there are all sorts of solutions the city should explore before turning to private management. He said the special operating agency has transferred $1.7 million to Winnipeg's general revenue fund over a seven year period, which proves they are profitable. "I think every city should have so many municipal golf courses where citizens can afford to golf there," Davidson said. Coun. Jeff Browaty (North Kildonan) said Winnipeg is not very efficient in how it operates golf courses and that golf services are not a core city service. "We don't need to be in this business anymore," he said. Council voted 12 4 in favour of a competitive bid process to contract out city run golf courses. Couns.
